Cornholme pedestrian improvements
19 March 2025 – 30 April 2025
About the scheme
The West Yorkshire Places project aims to help create safer, healthier and better-connected streets in Cornholme.
We have identified current issues along the A646 Burnley Road with a lack of safe crossing points, long stretches without a footpath and unenclosed livestock in the village. This has created a difficult environment for walking, cycling and wheeling (by wheeling we mean scooters, wheelchairs, mobility aids and people with pushchairs), even for short trips within the village. In turn, this is increasing air pollution and reducing opportunities for active travel. This is particularly the case around Cornholme Junior and Infant School and Vale Baptist Church.
Lack of safe infrastructure to support walkers and cyclists is discouraging people from using these methods to make their journeys. This scheme suggests installing new crossings, creating new stretches of footpath along Burnley Road and potentially installing a new cattle grid. These measures would improve connectivity and safety across Burnley Road.
What sort of improvements could be made?
The measures listed below and shown on the maps are to give you an idea of what could potentially be implemented. Your feedback will be used to inform which of these measures are a priority to put in place and which location would make the most positive impact. There is also an opportunity for you to tell us any additional improvements you think should be in place that we’ve not mentioned.
Note: Some measures may not be implemented due to funding constraints.
Our proposals contain:
Across the whole village:
Gateway features at the entrances to the village along the Burnley Road. These could be measures such as signage and road markings.
A cattle grid by Carr Road to prevent cattle escaping onto A646 Burnley Road
Focused around Vale Baptist Church and St Michael & All Angels Church:
A new westbound bus stop with benches on the Burnley Road by Vale Baptist Church
A new signalised pedestrian crossing outside Vale Baptist Church and a new footpath linking the crossing with the church.
A new signalised pedestrian crossing across the Burnley Road by Hirst Street.
All works done here will tie in with Calderdale Council’s Friendly Parks initiatives. This initiative plans to improve park access through
Wider and smoother footways
Dropped kerbs
Lighting
Clear signage
Focused around Cornholme Junior and Infant School:
New footpath link from Jubilee Way to the children's playground.
A signalised pedestrian crossing across the A646 Burnley Road by the proposed new footway to the children’s playground.
Blocking off car access to Greenfield Terrace from the section of A646 Burnley Road in front of the houses, often used as a cut through. This will reduce traffic around the school
Raising the height of the road in the west-side junction between the A646 Burnley Road and Greenfield Terrace to slow turning vehicles.
Turning Greenfield Terrace into a one-way system with designated parking.
Widening the kerb to narrow the width of the east-side junction of Greenfield Terrace and A646 Burnley Road.
A signalised pedestrian crossing between Greenfield Terrace and Mount Pleasant Street.
Block off car access to Greenfield Terrace from Lennox Road with benches.
A new footpath along A646 Burnley Road from the west-wide junction of Greenfield Terrace to link to the existing bus stop.

Funding
The expected cost of this scheme is currently £1.2 million. Subject to a successful business case approval by the Combined Authority, costs would be funded by City Region Sustainable Transport Settlement (CRSTS).
West Yorkshire Combined Authority has been allocated £830 million from the City Region Sustainable Transport Settlement (CRSTS), which is aimed at providing an integrated and inclusive transport network and was made possible thanks to the West Yorkshire Mayoral devolution deal. This work will build on the significant investment already being made in making it easier for people to walk, cycle and use public transport around West Yorkshire.
