Bradford Council, in partnership with the West Yorkshire Combined Authority, is proposing to upgrade Wakefield Road and Tong Street as part of a strategy to improve major transport routes into Bradford city centre and around the Bradford district. The proposals aim to create a better-connected transport route that improves traffic flow, makes walking, wheeling and cycling easier, and ensures public transport is more reliable.

Around one in three people living in the neighbourhoods along Tong Street, and just under one in two people living in areas surrounding Wakefield Road, don't own a car.  

Up to 37,000 vehicles travel along this route every day. This causes congestion which reduces the reliability of public transport. The lack of walking, wheeling, and cycling infrastructure further isolates local people who don’t drive.  

This means that essential travel is challenging for many households along the route who need to get to work on time, pick children up from school or attend appointments as part of their everyday lives.

We want to create a fairer choice in transport that helps local people go about their busy lives with reliable and safe access to jobs, education, healthcare and other opportunities across the Bradford district, without being held up in congestion.   

The A650 Connect project is made up of two Bradford Council projects, one covering Tong Street and the other covering Wakefield Road. The projects have different funding sources, with Tong Street being funded primarily by the central government’s Major Route Network fund and supported by the West Yorkshire Combined Authority’s Plus Transport Fund. Subject to successful business case approval, the Wakefield Road section would be funded by the Combined Authority’s City Region Sustainable Transport Settlement (CRSTS). Although the projects are funded differently, Bradford Council has a shared vision for the entire route, to provide a wider range of accessible transport options and reliable public transport that works for communities along the route.

Across the route, we are proposing: 

  • Better footpaths: making it easier and more accessible to walk in a nicer environment. 

  • Improved crossings: road-level toucan crossings and priority for pedestrians and cyclists at side roads will make it safer and more convenient to walk, wheel and cycle. 

  • Improved bus stops: upgraded shelters with seating, lighting and CCTV will improve comfort and sense of safety. Real-time information will help bus passengers travel with confidence. 

  • Cycle paths: a two-way cycle path along the route with a protective buffer separating it from the road will provide a safer and clearer to follow route for people who want to cycle. 

On Wakefield Road only: 

  • Bus lanes: dedicated bus lanes in both directions will make buses more reliable and convenient. 

  • Subway removal: filling in subways and replacing them with road-level crossings will improve the sense of safety for pedestrians, especially at night. 

On Tong Street only: 

  • Road widening: making space for two lanes of traffic in each direction along most of the route will help to reduce congestion and ensure traffic flows more smoothly

    Our proposals are designed to reduce congestion and improve journey times along Tong Street and Wakefield. The planned changes are not expected to impact other routes in the area.

    If the project is successful in proceeding to the next stages, every effort will be made to keep disruption to a minimum during the construction phase.

    Tong Street will be widened to create two lanes of traffic in each direction along most of the route. This will help ease congestion and improve traffic flow, especially during peak hours.

    On the stretch of road between Toftshaw Lane and Westgate Hill Street, the additional lane added is on the opposite side of the road, going southbound. This means the side where Tong Cemetery is located will not be impacted.

    From Toftshaw Lane onwards to Wakefield Road, there will be an additional lane on both sides of the road, which will help reduce congestion.

    Our proposals aim to ease traffic congestion along the route by widening the roads to two lanes, allowing for better accommodation of the current vehicle volume and improving overall traffic flow. Additionally, we seek to enhance alternative travel options by introducing new cycle lanes and bus lanes, while also encouraging greater use of public transport and active travel methods.

    In terms of the funding for the project, the funds come directly from UK government funding sources specifically allocated for transport projects, which can only be spent on improving public transport, walking, wheeling and cycling infrastructure. No council funds would be used for the project.
