Background
Selby District Council, North Yorkshire County Council and the West Yorkshire Combined Authority are working together to deliver an exciting £17.5m worth of improvements which will benefit residents, business and visitors alike.
Providing an accessible, attractive and cleaner alternative to car journeys is at the heart of Leeds City Region’s Transforming Cities Fund (TCF) - a major new £317 million TCF programme of transport infrastructure investment secured as part of the West Yorkshire devolution deal, plus local match funding.
Building the future we want with a transport system fit for the 21st century is absolutely vital, not only as we look to pave a way forward for our region following the COVID-19 pandemic, but also in tackling climate change by helping us achieve our aim of becoming a net zero carbon economy by 2038.
Our scheme development journey
In 2019 we asked for your thoughts on our concept proposals for the railway station and surrounding area. At that time, you told us:
- You wanted high quality and low maintenance materials which complement the look and feel of Selby town centre
- The solutions needed to enhance and improve safety, security and accessibility
- Trees were of significant value. As few as possible should be removed and as many as possible should be planted
- More needed to be done to promote walking and cycling to/from Selby Station and around the local area
- Parking was important as many people still need to drive
- We need to carefully consider the town’s history and heritage when developing any ideas
- Flooding and the need to protect the town from flooding is significantly important
Since then we have developed our thinking and updated our proposals. This second consultation will help us ensure we achieve an outcome which benefits everyone, by providing the opportunity for those who use the station and anyone with an interest, to take part in the process. Your feedback will shape the designs and we intend to consult on a final design later this year.
Improving Selby
We want to use this investment to:
- Enable growth by creating more capacity
- Improve transport connections to give people better access to jobs, education, healthcare and leisure facilities
- Reduce the carbon emissions associated with transport to help address climate change
This will help us to achieve the following objectives:
- Encourage more people to travel by train to and from Selby Station by making it easier, safer, cleaner, accessible and more enjoyable
- Increase the number of people traveling to or from Selby Station, and in and around Selby town centre, by environmentally friendly transport (bus, on foot and by bike)
- Improve connections between Selby Station, Selby town centre and several key housing, employment and retail sites in the area
- Enhance and protect the local environment by applying high quality materials and planting lots of trees and other greenery
- Improve air quality within Selby by reducing traffic on the local road network and reduce carbon emissions from transport.
The proposals
The proposals consist of seven areas of focus or ‘zones’, including the station building itself. In each zone we are proposing different changes although there are some common themes running throughout. On the top of this webpage in the documents section, you will find information on each zone including an overview, frequently asked questions (FAQs), and plans and visualisations to help you understand what is proposed. Alternatively, click on the links below to view the information:
- Zone One – Selby Park and Selby Railway Station Plaza
- Zone Two – public access via Cowie Drive and the proposed new station access
- Zone Three – plans to make part of Ousegate one-way (northbound) for vehicles and remove some on street parking to create safe cycling facilities and new/improved pavements
- Zone Four – Shipyard Road, Selby Lock and the Denison Road Bridge
- Zone Five – Selby Bus Station and Bawtry Road
- Zone Six – Ousegate Wharf & the proposed new walking and cycling bridge across the Ouse and linking to Olympia Park
- Zone Seven – Selby Rail Station proposals
- Proposed traffic flow restriction changes - the key changes involve making certain sections of Station Road and Ousegate one-way for vehicles, to create more space for walking and cycling.
If you have questions about the scheme which are not covered by the information provided in the consultation materials, you can submit your question via the ‘Questions’ tab (below).
Next Steps
Following the close of the public consultation on 24 March, all feedback will be considered as the designs evolve. There will be more opportunities to provide feedback on evolving plans later in 2021 before we submit a planning application and request funding to begin construction.
Selby District Council is currently undergoing a six week consultation on the Local Plan Preferred Options document, which, began on Friday 29 January providing the opportunity to consider what sort of place we would like Selby to be in 2040. The plan will set out a vision and framework for future growth of the District, identifying where new housing, employment and other development could take place. It also sets out the policies we'll use to decide planning applications. To find out more visit: https://www.selby.gov.uk/localplan
The Selby Place & Movement Study aims to create better places within the centres of both Selby and Sherburn-in-Elmet, reducing traffic and the space dedicated to it in order to define places to dwell, enjoy, and appreciate. The Study has identified three potential packages that each have different costs, benefits and impacts associated with them. Each option would complement what is being presented as part of this consultation. The options are being refined in order to present to the people of the towns through consultation, scheduled to happen in April.
