    Thank you for your enquiry regarding Mass Transit.

    This is our first public consultation on our initial route proposals for Leeds and Bradford. The consultation is aimed at providing an indication of where a proposed Leeds Line and a Bradford Line could go and where it could connect to. The feedback we gather from this consultation will help us to identify the preferred routes for the Leeds Line and a Bradford Line. We will then hold a consultation in 2025 on the preferred route for each line where we will provide the level of detail you are requesting now. In preparation for the 2025 consultation we will be undertaking further technical and environmental impact assessments.

    We appreciate your comments about the use of rapid transit systems in other cities.

    West Yorkshire Mass Transit is in the early stages of development and could include a variety of travel modes including rapid bus transit, powered by electric. For Phase one our preference is to use electric tram vehicles due to various factors including the existing terrain, gradients and space for access in certain areas.

    Thank you for your enquiry regarding Mass Transit Phase one, we appreciate your interest.

    The West Yorkshire Mass Transit Vision 2040 sets the pipeline for the development of Mass Transit across West Yorkshire and includes a potential link to the Leeds Bradford airport.

    As a pipeline, delivery of the whole network will take time and will be phased. At this early development stage, we cannot confirm the timescales for future phases, including connecting to the airport. 

    This is our first consultation on our initial route proposals for Leeds and Bradford. We thank you for your interest and hope you participate in the consultation and complete the feedback survey.

    Thank you for your comments about West Yorkshire Mass Transit Phase one.

    West Yorkshire Mass Transit is in the early stages of development and could include a variety of travel modes including rapid bus transit, powered by electric. For Phase one our preference is to use tram vehicles due to various factors including the existing terrain, gradients and space for access in certain areas. The Vision 2040 document provides the basis for Mass Transit and how Mass Transit can incorporate various transport modes including electric rapid bus.

    This is our first public consultation on our initial route proposals for Leeds and Bradford.     Thank you for your recent enquiry regarding Mass Transit.

    After this current options consultation, we will consider all feedback and continue to engage with our local authority partners, the Department for Transport and other statutory organisations to decide on preferred routes. We will hold a preferred route consultation in 2025 which will include our proposals for tram stops, depots, potential park and ride sites and engineering works that would make it easier to extend both lines in the future. 

    In the second half of 2026, we intend to apply to the Secretary of State for Transport for legal powers and planning permission that will allow us to start to build and operate phase one. This will be in the form of a Transport and Works Act Order, which are regularly granted for the construction of new railways, tramways and other transport systems across the country. The Bradford Line will be developed in parallel with the Leeds Line, but each will require separate applications for legal powers and planning permission. The first applications would then be considered at a planning enquiry in 2027. Depending on how long the decision takes to be made we hope to start construction in 2028.

    Thank you for your enquiry regarding West Yorkshire Mass Transit Phase one, we appreciate your interest.

    We are not at the stage where we can define the landscaping and planting that would be created near the tram lines, that level of detail will be made available at the next consultation. We are committed to creating a sustainable mass transit network and have produced a sustainability strategy that outlines how we will achieve this. As part of this options consultation, we are seeking your feedback on this document.

    We’re aiming to deliver a net gain in biodiversity, which means we will be seeking opportunities to restore and improve connectivity of habitats along the routes to provide ‘green’ (good for ecology) and ‘blue’ (good for water) areas within the design. This could be through the improvement or creation of habitats along the route or by creating new habitats more widely across the region.
