We (the West Yorkshire Combined Authority) are working with the five West Yorkshire local authorities (Bradford, Calderdale, Kirklees, Leeds and Wakefield) to renew the Mayor’s West Yorkshire Local Transport Plan. We are asking for your views on the vision and objectives that will be at the heart of the renewed plan.

What is a Local Transport Plan?

This is a plan that all Transport Authorities must develop and regularly renew for their area to assess our transport needs and challenges. The plan then sets out different ways in which to tackle those challenges. It matters because it guides decision making on transport policy and investment across all types of transport in the region. We are responsible for producing the Local Transport Plan, working with the five local authorities.


Renewing the Mayor’s West Yorkshire Local Transport Plan

Our current Local Transport Plan, the West Yorkshire Transport Strategy 2040, was adopted by the Combined Authority in August 2017.


Since then, a lot has changed:

  • There is now an elected Mayor for West Yorkshire
  • We have committed to Vision Zero, an initiative to eradicate all deaths and serious injuries on West Yorkshire’s roads by 2040
  • We have committed to creating a net zero carbon economy by 2038 and to have made significant progress by 2030
  • We are working toward delivering the first phase of our Mass Transit system for the region
  • The Mayor announced the decision to bring buses back under local control with a centrally controlled, franchised bus network
  • The legacy of the Covid-19 pandemic has changed how people travel

So, the time has come to renew the Local Transport Plan and ensure it works for all of us now and in the future.

Developing the Mayor's West Yorkshire Local Transport Plan

We are developing the new Local Transport Plan in two phases. This first phase involves developing our strategic direction, including the vision, objectives and principles for West Yorkshire’s transport network. We are seeking your views on these through this engagement.

In the second phase, we will develop the full Local Transport Plan, including the policies needed to achieve the vision and objectives, together with an implementation plan. We will carry out a statutory consultation on the full Local Transport Plan in 2025.


Integrating sustainability

We have appointed an independent consultant to undertake Integrated Sustainability Appraisal (ISA) throughout the development of the Local Transport Plan, to make sure that it will support local and national objectives, including improving quality of life, access for all, environmental commitments and reducing health inequalities.

The outcomes of this will be published with the full draft Local Transport Plan for consultation in 2025. You can find out more about the ISA in the Frequently Asked Questions (FAQs) section on this page.


What is this engagement exercise about?

By engaging with individuals, organisations and stakeholders, we’re seeking feedback on the proposed vision and objectives for the Local Transport Plan, and the principles we’ll use to make these a reality. These will guide the development of the Local Transport Plan, so it’s important to get them right now as they’ll be at the heart of everything else we do.

We’re also asking some questions about how you travel now, to add to our understanding of travel habits across the region and help us develop a plan that works for everyone.






Next steps

Following this engagement, we will use what we learn from it to help us develop the full content of the Local Transport Plan, and will carry out a statutory consultation on this in 2025.

    We are sorry to hear you are experiencing difficulties and dissatisfaction with your local bus service. To address these concerns, we are actively working on improving the bus network in West Yorkshire through the Bus Service Improvement Plan and Bus Reform initiatives.

    The new Local Transport Plan (LTP) will play an important role in realising these improvements, by putting policies in place to support a better integrated and dependable transport network. We encourage you to share your thoughts in detail via questionnaire on this page to help shape the LTP.

    The integration of the Local Transport Plan with the housing strategy is a key consideration in our planning process for all areas, including Leeds. The LTP aims to ensure that transport infrastructure and services support sustainable growth, economic development, and quality of life. Here are the main points of how the LTP might align with the housing strategy:

    • Coordination with Planning Authorities: In developing the new LTP, we aim to work closely with Leeds City Council and other local planning authorities to ensure that transport and housing policies are mutually supportive.
    • Accessibility and Connectivity: The LTP will aim to ensure new housing developments will be well-connected to employment centres, schools, healthcare, and other essential services will be crucial. As well as aiming to include plans to enhance connectivity and accessibility through strategic transport links.
    • Infrastructure Investment: The LTP will outline investment in transport infrastructure that supports housing growth. This will include different and more efficient utilisation of existing highway capacity

    The renewal of the Local Transport Plan is relevant to everyone living in or travelling through West Yorkshire, as it guides decision making on transport policy and investment across all types of transport in the region. We're holding three public panel events across two locations in each Local Authority area: this is the best way we've found of balancing the availability of the panel and venues with the need to have balanced representation across the region. We have taken advice from transport teams at each Local Authority when selecting the locations.

    This engagement is to gather feedback on the proposed vision and objectives for the Local Transport Plan. In 2025 we will hold a statutory consultation on the draft Local Transport Plan, for which we will hold more public events and broaden these out to more locations.

    We are currently committed to the local Mayor's Fares (which include the £2 single fare and the £5.50 Daysaver) until December this year. Starting in January 2025, we will seek to join the national £2 fare scheme, contingent upon the central government retaining this policy.

    In collaboration with Transdev we have agreed to support the £1 fare cap in Keighley until at least September 2026, when again it will be reviewed.
