Background

These assets have together enriched our lives and helped grow our economy. We’re in a good place already. But we want the sector to grow and thrive even more.   

The West Yorkshire Combined Authority’s Culture, Heritage and Sport Framework is our plan to grow and sustain culture, heritage and sport in the region.  

Developing our framework - The story so far

In a series of workshops across the region, we’ve consulted stakeholders from the culture, heritage and sport sectors, including regional organisations both large and small, businesses, freelancers, industry bodies and trade unions, community groups, educators, universities and colleges, national funders of culture, heritage and sport, and culture and sport leads from each of our five local authorities.  These rich conversations have shaped our thinking on our new Culture, Heritage and Sport framework and inspired us to develop this draft Framework.  Now we want to hear from you!

About the Culture, Heritage and Sport Framework 

Our framework is arranged into four themes, which we think should be the focus of our work in Culture, Heritage and Sport. They are:

• People - Everyone in West Yorkshire can enjoy culture, heritage and sport
• Place - West Yorkshire is a creative, sustainable and vibrant region with culture, heritage and sport at its heart
• Skills - You can build a great career in culture, heritage or sport in West Yorkshire
• Business - West Yorkshire is the place to grow your creative business

Within each theme, the framework says why we think this area of work is important, our ambitions, the things we will do (our interventions) to achieve our ambitions, and how we will measure the impact of this work. 

The interventions are organised into categories: 

Invest – this means what we will spend money on. 

Collaborate – this means helping people and organisations to work together across the region. 

Broker – this means asking government or other funders to invest money in West Yorkshire’s culture, heritage and sport, or to change a policy to help these sectors. It also refers to our work in attracting businesses to invest in the region.

Please note that the framework currently on this page is the proposed version we sought feedback on, which will be replaced with the updated version once finalised.

The engagement outcome report summarising the feedback will has been added to this webpage in the documents section. Feedback gathered from the public consultation is currently informing the final version of the Culture, Heritage and Sport Framework, which will be published on this page once finalised.
