The site you refer to is owned by British Land and not Bradford Council, and is therefore not under Council control.
Similarly, the bus network is operated privately in Bradford and the Council therefore has no influence on what bus operators are able to charge customers. If you would like to leave feedback about buses, you can do so via the current bus consultation: Mayor’s Big Bus Chat
With regards to your request for a bike hire scheme, while there are no plans or funding available currently to have a cycle hire scheme in Bradford, Leeds do have plans for a cycle hire scheme and Council officers will be looking at this closely to see how a similar scheme could be developed in Bradford.

We have recorded your feedback as part of the consultation process.The cycleways are proposed to be a minimum of 1.5m where they are unidirectional (one-way) and a minimum of 3m where they are proposed to be bidirectional (two-way). These are minimum widths and where there is opportunity to make them wider, this will be taken.Kind regards,The Project Team

We have recorded your feedback as part of the consultation process.The easiest way to reach the Interchange to pick up and drop off from Thornton would be to follow this route: Thornton Road/Godwin Street/Prince’s Way/Manchester Road/Croft Street/Bridge Street.Although Jacob's Well roundabout would be removed as part of these proposals, you would still be able to access Manchester Road to reach the Interchange, just not Hall Ings.We hope this is helpful, however, if you have any further questions, comments or feedback then please don’t hesitate to get in touch.Kind regards,The Project Team
