Leeds City Council and the West Yorkshire Combined Authority have been considering surface access improvements in this area and consulted on the proposals between February and April 2019. The proposals at this stage included three options for improved highway connectivity (Options A, B & C) and proposals for a new parkway station on the existing Leeds – Harrogate line.

We have recently finalised the analysis and reporting on the results of the consultation held in spring 2019 and the report of the consultation is available to view and download from this page. Feedback from the consultation has shown support for the proposed parkway rail station, but no clear backing for any of the road options. Since this consultation was carried out, Leeds City Council has declared a Climate Emergency committing the city to become carbon neutral by 2030.

In light of this changing context and in response to emerging feedback from the consultation, a review of the surface access proposals to the airport has been instigated. As a result of this review, it is proposed that all three highway connectivity options, A, B and C are no longer progressed and that no further work is undertaken on them. It is proposed that further feasibility work is carried out on the parkway station and spur road proposal, along with a connecting road from the A658 to access the proposed North West Leeds Employment Hub on land adjacent to the airport.
